AIMST UNIVERSITY

Transnational Education (TNE) programmes

UK transnational education (TNE) programmes have been established in Malaysia for close to 30 years. Popular TNE programmes include 3+0, 2+1, and 1+2 degree programmes.
Monitored by the Quality Assurance Agency for Higher Education (QAA) in the UK and the Malaysian Qualifications Agency (MQA), TNE programmes are trusted internationally.

The establishment of a transnational model for Malaysian private higher education was spurred by the global economic crisis. During the mid-1980s, the global recession caused a major set-back to Malaysia's rapid economic growth. The responsibility of financing students studying abroad became a heavy burden for many families and the government in Malaysia.

Many of the students studying abroad were brought home and placed in local institutions. The sudden inflow of students caused a demand for places in higher education. To resolve this issue, the government started encouraging local private institutions to explore TNE programmes with foreign universities.

Early birds
In response to the government's appeal, KDU College joined forces with Middlesex University to offer the first British twinning programme in Malaysia. By the early 1990s the number of private colleges had increased from 20 (in 1985) to 227.

The economic boom in the mid-1990s generated a huge demand for human resources in new industries such as services, trades and the manufacturing sectors. In 1992, polytechnics in the UK were promoted to new university status. Soon after, a consortium of four colleges, namely the Workers Institute of Technology, KBU International College, Megatech Institute and Linton College were formed to offer Higher National Diploma engineering courses in partnership with Nottingham Trent University. All courses were accredited by the Business Technical Education Council (BTEC) in the UK.

Transnational transition
Twinning in Malaysia started with 1 +2 programmes: the first year of the degree studied locally, while the latter two years of studies were completed overseas. By 1993, 2+1 twinning programmes emerged. Colleges also started offering full courses in engineering and business. These courses were known as Graduate Diploma Programmes, as private colleges were not allowed to award full degrees at the time. These catered for students who could not afford twinning programmes that required them to continue their studies overseas.

By the late 1990s, most colleges were developing into comprehensive course delivery institutions, offering academic, professional, semi-professional and internal programmes. New forms of transnational programmes such as credit transfer, twinning and validated courses emerged soon after. Some local colleges started providing internal programmes that were recognized by overseas universities, allowing students to transfer credits to partnering institutions.

Paradigm shift

In 1996, the Private Higher Education Act liberalized and privatized higher education. However in 1997, the country was hit by the Asian financial crisis and the government had to withdraw undergraduate scholarships for overseas studies. Soon there was a surge in student enrolment in local universities. Once again, the government urged private institutions to expand and foreign universities were invited to open local branches.

The price for exit visas was also increased along with the cancellation of tax rebates for parents supporting children studying abroad. To accommodate more students, places in public universities were expanded from 45,000 in 1997 to 84,000 places by 1999 through the franchising of matriculation programmes. 3+0 degree programmes were soon introduced in 19 colleges, allowing students to complete their entire twinning course locally.

By the late 1990s, most of the engineering courses under the 3+0 degree programmes were affiliated to UK universities. British engineering courses became highly popular, taking only three years to complete compared to other local and foreign degrees, which typically took up to four years. To date the Ministry has approved a number of colleges to offer 3+0 degree programmes, with at least 33 of these institutions affiliated to UK universities.

The popularity of 3+0 degree programmes has increased consistently among Malaysian students throughout the years. This is borne out by the fact the UK is the leading provider of TNE programmes in Malaysia, with more than 40,000 students enrolled in more than 800 courses. Such is the popularity that, of the countries that offer TNE programmes, Malaysia has become one of the largest providers.

Thanks in no small part to this, Malaysia is quickly becoming an international education hub, which is tempting a lot of the country's youth to stay and educate themselves at home while encouraging overseas students to come and study here. Then, they can qualify with a UK degree and get their `international' education experience as an added bonus.

Tarik minat remaja

Pengerusi GiatMara, Datuk Shahiruddin Ab.

Proving their worth

Standing tall: The graduates proudly pose for a group photo at their convocation. Standing tall: The graduates proudly pose for a group photo at their convocation.

IT WAS a happy day for 712 students when they graduated from Stamford College recently.
Most of them graduated with degrees from the college’s partner universities: the University of East London and the University of Ballarat, Australia.
At the convocation, valedictorian Lily Chow captured the hearts of the audience when she spoke on her struggle to prove her worth with a university degree.
Lily, whose parents run a food stall in Segambut, said her parents had always encouraged her to fulfil her ambition. Sadly, her father passed away just a few months before her final examinations last year.
Urging her fellow graduates not to fear failure, the Star Education Fund scholarship recipient said: “Success is never final and failure is never fatal.”
Lily obtained First Class Honours in International Business from the University of East London and is currently on a scholarship to pursue a Master in Business Administration (MBA) from the University of Ballarat.
Deputy Education Minister Datuk Dr Wee Ka Siong was the guest of honour and presented the scrolls to those graduating with a degree.
Dr Wee advised the graduates to continue updating their knowledge and encouraged them to continue learning even after graduation.
“Today, a university qualification will give us no assurance of the quality of our learning unless we maintain the means to continue learning.
“It is a process that you have to discover for yourself — how to learn and to keep on learning,” he said.
The University of Ballarat’s senior deputy vice-chancellor Prof Rowena Coutts conferred the scrolls to those graduating from the MBA programme.

Rising to Global Expectations with the ITE Advantage

A bold, new strategic blueprint to propel ITE into a global leader and strengthen ITE’s competitive advantages in Vocational and Technical Education, has been rolled out. Building on the strengths of the previous plan, the ITE Breakthrough, the new Plan will take ITE beyond being a world-class education institution to scale greater heights – to be a Global Leader in Technical Education. Entitled ITE Advantage, the new Plan will be the fuel to accelerate ITE’s transformation in its next phase of development from 2005 to 2009.

Having come this far to be recognised as a post-secondary technical institution of world-class standing, ITE is now extending its international reach, to establish a stronger international foothold and presence as a global leader in technical education. And the ITE Advantage Plan with its four Goals, nine Strategies and 19 programmes will provide the means for ITE to actualise its new vision. It was the result of extensive consultation with various stakeholders and customers.

Dr Law Song Seng, Director & CEO, ITE, said: “Over the years, ITE has created a unique brand of ITE education that is not only attractive to school leavers and adult learners, but also widely recognised locally and internationally for its relevance, quality and values. The new ITE Advantage will help ITE achieve its new vision of A Global Leader in Technical Education. It will create competitive advantages for ITE students and stakeholders in facing the challenges of a global economy. It is about building the next generation of a globally- competitive and highly-skilled workforce.”

Dr Law was speaking to journalists as he shared ITE’s new vision and details of the ITE Advantage Plan in a Media Conference held at ITE Headquarters on 2 February 2005.

Plugging Into the Global Grid
The ITE Advantage is ITE’s third strategic blueprint followng the successful completion of the previous two plans conducted in 1995 and 2000. To position ITE for new challenges in the ever changing global, social and economic environment, and Singapore’s vision to be a globalised, entrepreneurial and diversified economy, the Plan this round, has taken on a global slant.

Through fostering an openness to the world and adopting a greater outward orientation, ITE aims at developing secondary school leavers into “world ready” graduates capable of holding their own against their counterparts from anywhere in the world. Amidst a competitive environment toughened by globalisation, these graduates will have continued marketability and mobility through lifelong learning programmes. ITE will also focus on creating and strengthening its brand name on foreign shores and enhancing its core capabilities that would help raise enterprises’ know-how and competitive edge.

These are the outcomes to be elicited by the four Goals that form the thrust of ITE Advantage Plan: Goal 1 – An ITE Education for the Global Economy; Goal 2 – Lifelong Employability for ITE Graduates; Goal 3 – An Increased Global Presence for ITE and Goal 4 – An Enhanced Capability for Organisational Excellence.

What’s In the Bag
To help bring ITE closer to its vision, the ITE Advantage promises several new initiatives; among them, a Global Education Programme to shape the global mindset of students, new Joint Certifications with global industry players and the setting up of Centres of Technology in ITE Colleges to build and strengthen ITE’s core competencies in niche areas.

Going global seems the way to go, judging from the gung-ho reactions from staff and students. And they are all fired up to make the Plan works. Section Head/Nursing/ITE College East, Mrs Tan Wee King, enthused: “The unrelenting environment resulting from globalisation calls for continual innovation and a competitive spirit among staff. Lecturers who exude enthusiasm and model professionalism will inevitably fuel their students to step on their accelerators. With courage, commitment and determination, we will soldier on in this journey!”

Added Ms Tan Meng Huay, Course Manager/PE & CCA/ITE College Central: “The Plan opens up a new horizon beyond local boundaries. The Global Education Programme, for example, not only escalates the learning pace of our present systems, it also speeds up the adrenaline rush within us and further provokes our old mindset of the local education model. More avenues will be opened up to make learning and teaching more realistic and practical.”

And real-life lessons are what ITE College West student, Ridhwan Osman and 14 other ITE soccer players will be looking forward to during their impending attachment at Chulalongkorn University, Thailand, as part of a student exchange programme. “Soccer skills aside, the exposure to the differences in cultures, ethics and customs will be a step to learning more about the world outside of Singapore,” said Ridhwan excitedly.

ReNew Goes a Step Further
Ms Geraldine Yap, Head/Worker Education, ITE, is hopeful in placing greater emphasis on the relevance of ITE’s Part-time Education programmes for the global economy than just the local market. “This is more a mindset shift which would translate to a conscious effort to consider new perspectives in the current way part-time programmes are planned and run. In providing ITE graduates with lifelong opportunities to update their knowledge and skills to remain relevant and employable in global industries, we are advocating a brand of technical education which trancends the formal years of Pre-Employment Training education. Employers are recognising this uniqueness through their response to the ReNew programmes for adult learners,” she said.

Under the ITE Advantage Plan, ReNew, an initiative introduced in 2003 to enhance employability of adults, will receive a shot in the arm. The ReNew-Plus programme will go a step further to facilitate ITE graduates’ lifelong learning needs.

NUS and Yale to create Singapore’s first liberal arts college

President Richard C. Levin and the Minister of Education for Singapore Dr. Ng Eng Hen.

The National University of Singapore (NUS) and Yale University announced today that they will establish Yale-NUS College, an autonomous college of NUS. The College will provide a new model of liberal arts education for Asia that will prepare high potential students — from Singapore, the rest of Asia and beyond — for leadership and engaged citizenship in today's complex and rapidly changing world.
The Yale-NUS College is Singapore's first liberal arts college, and the first with a full residential college model, integrating living and learning. It is also the first campus outside New Haven, Connecticut, that Yale University has developed.
The College will develop a new curriculum and integrated residential education model that is new to Singapore and Asia, and which can serve as a catalyst for innovation in liberal arts education in Asia and globally.
Building upon the best traditions of liberal arts education, which has broad-based critical inquiry and problem-solving at its heart, the College will have four distinctive features:
  • The new curriculum will synthesize Western and Asian perspectives with an integrated general education spanning the first two years of study before concentration on a major. A substantial period devoted to general education is unusual in many universities, where students ordinarily undergo specialized education in a field of study chosen before they matriculate.
  • Pedagogy will emphasize critical thinking and classroom interaction. Most classes will be taught in seminar-style with 18 or fewer students.
  • There will be three residential colleges, with about 330 students each, devoted to creating a sense of community where living and learning are intentionally integrated. Far more than dormitories, these are full residential colleges, adapted from those at Yale.
  • A rich array of extracurricular activities will focus particularly on developing leadership skills and teamwork and also encouraging community service.
At the end of their four-year program, students will graduate with a Bachelor of Arts or Science (Honours) from the Yale-NUS College, awarded by NUS.
Singapore Minister for Education Dr. Ng Eng Hen, who visited Yale in September 2010 as part of an official trip to the U.S. and Canada, witnessed the signing of the initial Memorandum of Understanding on this landmark collaboration by the two University presidents, NUS President Professor Tan Chorh Chuan, and Yale President Professor Richard C. Levin.
Said Dr. Ng, "Our education system strives to offer a wide array of programmes catered to students with different interests, academic inclinations and aptitudes. The Yale-NUS College will be a strategic addition to our university sector. It will offer another distinctive educational experience for top students, with its model of liberal arts education that is contextualised to Singapore and Asia."

Said Professor Tan Chorh Chuan, NUS President, "The most distinctive feature of NUS' education is that it is global, while at the same time, addressing the contexts of Asia. NUS' landmark partnership with Yale will give students at the Yale-NUS College the benefit of the unique strengths of both universities, brought together to create an enriching liberal arts educational experience that is both global and Asian. The Yale-NUS College is a bold and exciting initiative which provides an extraordinary opportunity to nurture talented young minds with the intellectual breadth and depth needed to address the complex issues of the future."
Said Professor Richard C. Levin, Yale President, "Yale is delighted to be a partner with NUS in developing a new liberal arts college curriculum and designing an entirely new campus. Just as Yale shaped liberal arts education in the U.S. in the 19th century, we believe the new Yale-NUS College can play a pivotal role in shaping the many liberal arts colleges likely to be built in Asia in the coming decades."

An Exciting New Opportunity

Located in Singapore in the heart of Asia, the Yale-NUS College will bring together two universities with extraordinary strengths and a strong shared vision. The College will welcome an inaugural class of about 150 in 2013 and grow to reach a steady state of 250 new students per year, for a total student population of about 1000.
The College will be headed by a College President who will be assisted by a team of Vice-Presidents. An international search for the President will begin immediately. The College will also appoint a number of Deans with responsibilities for faculty recruitment, student life, curriculum development, international and professional experience, and the development of educational resources and technology. Charles Bailyn, the A. Bartlett Giamatti Professor at Yale, has agreed to be the inaugural Dean of the Faculty, with responsibility for faculty recruitment.
The Yale-NUS College will be located to the north of the NUS main campus at Kent Ridge.

With almost 600 booths and close to 200 exhibitors, school-leavers were able to shop for a programme that catered to their interests and budget at the country’s biggest education fair.
When it came to making important decisions about the future, student Kevin Chen Tze Zhiong decided it was best to hear it straight from the horse’s mouth.
Instead of relying on secondary sources, Kevin decided to attend the popular “Options after SPM” talk at the Star Education Fair.
The 17-year-old certainly wasn’t let down because the talk turned out to be the highlight of his visit.
“After sitting for the Sijil Pelajaran Malaysia (SPM) examination, it is good for school leavers to understand the various study options by coming to the fair,” he said.
He also took home a Yes Buzz 4G Cloud phone during a lucky draw at the talk.
Kevin was among the thousands of visitors who came from near and far to visit the nation’s largest education fair.
The two-day event was packed with an interesting lineup of experts who shared insights about the challenges and career prospects of the various industries such as medicine and engineering.
Celebrating its 25th anniversary, the fair attracted many parents and students who came to the one-stop centre to obtain information and guidance on study options and career developments.
Loyal exhibitors who had taken part in the fair over the past 25 years were also recognised at the fair.
For many of them, visiting the fair was a must-do when making important decisions regarding the right programmes and institutions.
A-Levels student Tan Vee Yen, for instance, is no stranger to the annual fair.
She visited the fair last year when she was choosing her pre-university programme.
Now that she is about to complete the programme, the 18-year-old visited the fair again to look for options in degree programmes.
“I want to join the teaching profession so I will be visiting the booths which offer education programmes,” said Vee Yen, adding that her younger brother Vee Keong, 16, tagged along to experience the myriad of courses and institutions on offer.

Merry with food

The Christmas spirit was evident with many culinary art schools dishing up delectable treats with the Yuletide theme.
Chef Jochen Kern cut a jovial figure in his immaculately starched chef coat as he sliced smoked salmon for visitors at the Berjaya University College of Hospitality booth.
“Thanks to the popularity of the Masterchef cooking programmmes on TV, there has been a growing interest in culinary art courses,” said Kern who hails from Germany.
The School of Culinary Arts director added that his father-in-law used to scoff that chefs were doing the “servant’s job” but over the years, chefs have been enjoying high salaries.
“The work in the kitchen is very tough though, so that is why you may see more male gourmet chefs around. However, females chefs are equally capable,” he said.
Starting young
It is never too early to start thinking about tertiary education.
Daniel Koh, 15, went to the fair with the intention of attending the series of career talks slotted throughout the two days.
“I play a lot of computer games so I think being a computer games designer might be quite cool,” he said.
Asked on whether he was still passionate about his ambition after attending the Career in Games Development talk, he said “Maybe, why not?”.
SEGi University vice-chancellor Emeritus Prof Dr Muhamad Awang said the education fair is a wonderful platform for parents and students to find out about options in tertiary education.
“It helps for students who want to further their studies because they can obtain more information about the programmes that they are interested in,” said Dr Muhamad.
He applauded the newspaper’s effort in organising the fair and hoped that it would benefit more students in the years to come.
The Star Education Fair was also a platform where students gained insights into the professions that they aspired to join after completing their studies. Taylor’s University institutional marketing vice-president Loy Teik Inn said attending the fair helped students crystalise their thoughts.
“Students tend to see just one side and not the entire picure when deciding on their career pathway. We are here to help them understand what the industry really requires by showing them a realistic picture of the real-world settings,” he said.

Nation-building
Higher Education Minister Datuk Seri Mohamed Khaled Nordin, who opened the fair, said that higher education had an important role to play in driving the nation forward.
Explaining that research, development and commercialisation activities were key to developing a country’s wealth, he encouraged private tertiary institutions to “develop a talent pool of high-level intellectuals in postgraduate studies” in order to spur more research and innovation.
He added that the ministry sought to draw more international students to the country as it would generate income as well as promote knowledge-sharing.
“Based on the 87,000 international students last year, internationalisation contributed to approximately RM2.6bil of our national income.
“The country has awarded a total of 788 international scholarships to recipients from 87 countries, with 292 active students in our local institutions of higher education.
“This scholarship aims to support the government’s effort to attract, motivate and retain talented human capital from abroad,” he said.
Mohamed Khaled also lauded The Star for being an “enthusiastic proponent of education” for organising the fair as well as offering scholarships through the Star Education Fund.
“Even though the government has always strived to address this need by providing scholarships and study loans under the National Higher Education Fund Corporation (PTPTN) for qualified students, additional support from the private sector is greatly appreciated and welcomed.
“In this respect, the Star Education Fund is an important endeavour that serves to help talented young people realise their dreams,” he said.
The Irish Minister of State for Education, Training and Skills Ciaran Cannon came to support the Irish institutions that took part in the fair.
Cannon said his department would be coming up with proposals next year on potential areas that could bring the relationship between Ireland and Malaysia to the next level.
He said the two countries had a successful partnership in medical education and Ireland was keen on expanding beyond that relationship.
“What we want to show is that these universities also excel in other areas like computer science.
“Our educational institutions have strong industrial linkages. That’s one aspect of the Irish education system that the whole of Asia finds attractive.
“Malaysia is emerging as the global economic powerhouse in the area of ICT. It’s going to need world-class graduates who understand the industry well and can make immediate contributions once they graduate,” he said.
Citing an example of collaboration, Cannon said 10 Malaysian lecturers recently started a three-month intensive training programme in Ireland to learn how to teach entrepreneurship, an area that Ireland is known for.
He said it was a pilot project between the Higher Education Ministry and Dublin City University.
Financial concerns
There was a hive of activity at the booths for the Star Education Fund, Higher Education Ministry and PTPTN.
A representative from PTPTN said the team received many enquiries from both students and parents on the loan process.
Choong Ah Kin and his wife Tan Gin Cheng were interested to know how their younger daughter could apply for a loan.
“She is waiting for her PMR results but we would like to prepare early as education is very expensive and we are worried it could eat into our retirement savings,” said Tan.
Choong hoped the government would consider extending the loans to students without SPM results.
“My eldest daughter was offered an Asean scholarship in Singapore after Form Three. She obtained very good grades in the A-Levels but could not get a PTPTN loan when she wanted to continue her tertiary studies here,” he said.
Amalina Hashim was at the PTPTN booth to enquire if she could reapply for another loan to continue with her studies.
“I have completed my diploma in business and want to continue with a degree in the same area,” she said.
She added that she had visited other booths to find out about available degrees.
Pamela Victor who is a recipient of the Star Education Fund, was a volunteer at the fund’s booth.
“We have been advising prospective students on the scholarship process as well as sharing our own experiences,” she said.
Pamela is a second year International Communications student at The University of Nottingham Malaysia Campus (UNMC).
Ne’ryez Singh Randhawa just completed his Sijil Tinggi Persekolahan Malaysia (STPM) examination and is “looking into studying for a medical science degree either locally or overseas.”
Meanwhile, a representative from the Scholarship Division at the Higher Education Ministry’s booth said he received enquiries on the MyBrain15 programme. “It is a programme to finance postgraduate studies for Malaysian citizens,” he said.
Another programme being promoted was the Malaysian International Scholarship, he said, adding that it is to attract the best brains from around the world to pursue advanced studies in Malaysia.
British education
As a partner in education for the Star Education Fund, Prof Stephen W. Doughty said the UNMC is committed to giving deserving Malaysian students a chance to pursue higher education in a British institution.
“Even if some students may not be able to afford it, they will have the opportunity to experience what British education has to offer,” said Prof Doughty who is UNMC vice-provost (Teaching and Learning),
He added that students studying at the local campus will be able to go to the United Kingdom campus or the China campus for a semester during the duration of their undergraduate programmes.
He also pointed out that UNMC offers art and social sciences courses in international relations even though only a small number of students signed up for the programmes.
“We realise that like engineering and business, programmes in arts and socials sciences are very important and we want to give students the opportunity to further their studies in this field should they be interested to do so,” said Prof Doughty.
Career testing
The fair was abuzz with activities like free personality and interest tests, psychology games, and eye and health screenings.
HELP University Psychology lecturer Justin Yap who facilitated the career testing, began the session by asking students to think about their hobbies.
“What if there was a job that lets you do your hobby? The interest test helps you identify jobs with elements that you’re interested in,” he said.
The test consists of statements about specific activities, for example, tending flowers, managing money for a company and so on. Students who took the test had to rate their interest in each activity on a scale of one to five.
A high rating meant that the student had more interest in that activity while a low one meant the opposite.
Jayse Lee, 17, said that in terms of personality, the test was accurate but she was uncertain of what she wanted to do. She explained that while the test indicated her interests were more arts-related, she was a science student.
Yap said that students should not take the interest test as the ultimate truth about themselves.
“Your interests will keep changing as you get older and usually stabilises in your 20’s,” he said, adding that the test can be used for students to explore further options.

Program Penajaan Pengajian Untuk Pelajar Cemerlang Diumum

(i) Program Biasiswa Nasional (PBN)
