Singapore school introduces mobile learning experience

Nan Chiau Primary School in Sengkang, Singapore in collaboration with Qualcomme and Microsoft will empower its students and teachers through custom-tailored mobile application enabling 24/7 access to educational resources.

Under the WE learn mobile education project, which uses 3G smartphones to create seamless classroom experience, some 350 third-grade pupils and teachers will experience the latest wireless technology that will ease a student-centric model of learning where educational materials can be accessed anytime and anywhere via smartphones.
The project is being supported by the Singapore Ministry of Education (MOE) under the ICT masterplan in education to designate Nan Chiau Primary School as a model for primary schools throughout Singapore and Asia.
“By equipping students with learning tools like mobile phones, our students have 24/7 access to educational content, web-based resources, and collaborative learning tools,” said Mr Tan Chun Ming, principal of Nan Chiau Primary School.
With a grant from qualcomm’s Wireless Reach initiative, the WE learn project is providing 3G-enabled Nokia Lumia 710 smartphones; mobile broadband connectivity via SingTel’s 3G wireless network; a mobile learning platform (MyDesk) and education applications developed by University of Michigan; and Microsoft’s Windows Phone operating system, which all software for these smartphones is built upon, to students and teachers.
“These tools give students the means to take responsibility for their own learning and enable teachers to provide individualized mentoring,” Chun Ming added.
All smartphones are equipped with MyDesk, a mobile learning platform to enable each student to access his or her assignments, relevant websites that contain podcasts, textual material and video clips and educational applications, such as mapping, drawing and animating, to practice both self-directed and collaborative learning.
Files created by the Nan Chiau students on their smartphones are backed-up and synchronized to a cloud-based teaching management system, providing each student an electronic portfolio that parents can review and teachers can access for grading and feedback purposes.
The national Institute of Education of Singapore is assisting teachers with the development of customised curriculum in English, Science and Chinese, and co-design technology to enable teachers to enact lessons using smartphones to support the students’ personalized learning, revealed Professor Looi Chee Kit, The National Institute of Education who is responsible for the WE learning project.
Nan Chiau Primary School is Singapore’s first school to set up the Centre for Educational Research and Application (CERA), the research centre for using ICT in teaching and learning in a primary school.

Ketahui hak intelek pelajar

Pelajar dan guru mewakili Sekolah Berasrama Penuh dari seluruh negara yang menyertai ip summer camp bergambar berkumpulan pada hari terakhir perkhemahan, di Sekolah Seri Puteri, Cyberjaya, baru-baru ini.

Setiap pelajar harus mengetahui hak paten produk inovasi yang dihasilkan dan dilindungi di bawah agensi Perbadanan Harta Intelek Malaysia (MyIPO) bagi mengelak ia diciplak oleh golongan tidak bertanggungjawab.
Ketua Pengarah MyIPO, Datuk Azizan Mohamad Sidin berkata, pencapaian pelajar dalam ciptaan produk inovasi amat membanggakan dan sering memenangi pertandingan di peringkat antarabangsa.
Misalnya, kata beliau, pada pertandingan World Robotic Olympiad, Malaysia memenangi kejuaraan itu sebanyak tiga kali iaitu 2009, 2010 dan yang terbaru memenangi 11 anugerah cemerlang dan dua anugerah khas pada tahun lalu.
"Bagaimanapun, hasil inovasi tersebut tidak difailkan bagi mendapat perlindungan harta intelek dan telah mengakibatkan peniruan oleh pihak tidak bertanggungjawab.
"Apa yang lebih menyedihkan, apabila kos mengambil tindakan mahkamah terlalu mahal dan ini terus memberi ruang kepada pihak terbabit untuk mengeksploitasikan hasil inovasi pelajar,'' katanya ketika Menutup IP Summer Camp 2013 di Sekolah Seri Puteri Cyberjaya baru-baru ini.
Perkhemahan selama tiga hari dua malam itu dianjurkan buat julung-julung kali oleh MyIPO dan berjaya menarik penyertaan 200 pelajar Sekolah Berasrama Penuh (SBP) di seluruh negara.
Ia diadakan bertujuan untuk mendedahkan kepada golongan pelajar mengenai kepentingan dan usaha mereka terhadap perlindungan harta intelek menerusi pelbagai aktiviti yang diadakan sepanjang perkhemahan berlangsung.
Selain itu menurut Azizan, melalui penganjuran IP Summer Camp diharap mampu meningkatkan pemahaman dan meluaskan ilmu pengetahuan pelajar terhadap kepentingan penjagaan harta intelek agar tidak boleh diciplak sewenangnya oleh pihak lain.
"Ini kerana, harta intelek merupakan satu bentuk kekayaan baru dalam penjanaan ekonomi dan kreativiti ini dapat menyediakan peluang yang lebuh luas ke arah meningkatkan pendapatan,'' ujarnya.
Katanya, program itu mampu mendidik pelajar membudayakan elemen kreativiti dan inovasi pada diri setiap pelajar dan menyediakan ruang kepada mereka untuk menterjemahkan kreativiti masing-masing melalui aktiviti yang diadakan.
Sementara itu, pelajar yang ditemui melahirkan rasa teruja mereka terhadap penganjuran program tersebut malah membantu mereka menambah pengetahuan dalam ilmu harta intelek.
Seorang pelajar Tingkatan Empat, Nurfaezah Atiqah Shafe'ee, 14, berkata, program yang diadakan secara santai melalui pendekatan 'learn lerning'.
"Setiap pelajar juga terdiri daripada pelbagai peringkat umur dan berpeluang menunjukkan bakat masing-masing dalam bidang yang dikuasai berbanding proses pembelajaran sehala biasa,'' katanya.
Bagi pelajar Tingkatan Tiga SMK Putrajaya Presint 9 (1), Muhammad Afiq Samsudin, dia merasa seronok dan terhibur walaupun program berlangsung pada masa agak panjang.
Ujarnya, pelajar juga didedahkan dengan penggunaan media sosial seperti Facebook dan Twitter dalam memperolehi maklumat berhubung kepentingan harta intelek.
Pelajar SM Sains Tuanku Munawir, Muhammad Arid Hafiz Roslan, 14, berkata dia mula mengetahui kepentingan dan hak melindungi hasil inovasi pelajar.
Ini kerana, katanya, dia beranggapan kepentingan tersebut terletak pada tanggungjawab pihak berkuasa.
Manakala kata Nurul Najwa Sidik, melalui program itu, dia berpeluang meluaskan pemahamannya terhadap budaya kreativiti dan inovasi.
Dia yang merupakan pelajar Tingkatan Empat Sekolah Seri Puteri berkata, pada masa yang sama, dia berpeluang memperolehi maklumat dalam menghayati dan menghormati harta intelek.

Slate 7 is HP's tablet comeback, with Android and a $169 price tag

BARCELONA, Spain--Hewlett-Packard is making a tablet comeback, and it's learned a few lessons from the the failure of the TouchPad it seems. Not only is the new HP Slate 7 powered by Android, it costs a mere $169. It's the first in a planned line of tablets using different operating systems, with plans for HP smartphones, too.

Taking on the iPad with the TouchPad didn't work back in 2011, so HP now has the smaller, cheaper Google Nexus 7 in its sights instead. The TouchPad used HP's own software, but the Slate 7 switches to Android 4.1 Jelly Bean, with minimal of tweaks. More Android tablets will follow, with HP hinting that Windows tablets could be in the cards as well.
HP already makes the ElitePad tablet for business use, so a consumer tablet powered by Windows 8 isn't too much of a leap. Previous HP Slates have also been powered by Windows.

The company is keeping mum on details of the promised smartphones, but it's a safe bet they'll be Android-powered.
The new Slate 7 sports a stainless steel frame and "soft touch" back, with a 3-megapixel camera and second camera for video calling. It's powered by a dual-core ARM A9 processor. HP has added some of its own features and apps, including the ePrint app to print from your tablet over Wi-Fi, and Beats Audio software to boost your music.

The Slate 7 will be released in the U.S. in April, landing in Europe and the rest of the world soon after. Prices for the rest of the world have yet to be confirmed.

Google Glass Experience Revealed in Video

Google Glass Experience

For frequent early adopters of new technology, perhaps the biggest questions surrounding Google Glass have been focused on what kind of interface the device would offer. Thanks to a new product demonstration from Google, we finally have a direct look at what using Glass looks like.

For months we've been teased with glimpses of the device in videos and, in one case, even on the New York subway. But we didn't know how the thing really worked. Then, in one high-profile interview, Sergey Brin indicated that the device operated via a touch control on its side. But in the official video released today, it's clear that the primary means of operating Glass is designed around voice controls.

Showing us what the wearer sees when wearing Glass, we're shown a tiny translucent square menu in the upper right-hand corner with voice-activated options for search, taking a photo, recording a video, starting a Hangout video chat and getting directions. Based on the video demonstration, it appears that all functions begin with the user saying "okay, Glass" to prompt the device to accept your next command, followed by one of the afore-mentioned menu options.

New photos of Glass also show the device being twisted to show its flexibility, hinting that the device may be as rugged as those thin plastic shades now common among professional cyclists and runners. Personally, I was most excited by the part of the demo video in which the user, while eating, asked the device to tell him how to say "delicious" in Thai. Glass not only delivered an audio pronunciation of the word, using Google's translation engine, but it also displayed the Thai characters associated with the word. Whether Glass turns out to be practical or not, this is definitely a device that is attempting to push us into the future.

Google is offering non-developers the chance to buy the device for $1,500 by sending in messages via Google+ or Twitter with the hashtag "ifihadglass" that must describe what the person would do with the device if selected. It is rather odd to ask people to apply for the right to pay such a large amount for a device that is still in beta, but we suspect there will be no shortage of applications. With Google's Glass targeting the face, mounting rumors are suggesting Apple's next major product will be an iWatch. Following reports from The New York Times and The Wall Street Journal, Bloomberg says Apple has "about 100 product designers working on a wristwatch-like device that may perform some of the tasks handled by the iPhone and iPad." For many people, cellphones have slowly replaced the need for watches, but there's a good amount of evidence that suggests people still like wearing a timepiece on their wrists. Need proof? The Pebble smartwatch was able to raise over $10 million on Kickstarter, well past its $100,000 goal. Who says watches are dead? Sure, many companies have tried to build into a smartwatch niche, but none have really amounted to much due to unattractive pricing and sluggish connectivity to smartphones. If the huge market for sixth-generation iPod nano watch straps was any indication, it's that there's tons of demand for an Apple-made watch, or at least a smartwatch solution that works. When Apple announced the redesigned seventh-generation iPod Nano in September, many people wondered why it was ditching the clip-on design — killing the pseudo-iWatch in the process — for a mini iPod touch design. Maybe that's a sign Apple is building a real iWatch and will finally make our Dick Tracy fantasies a reality (or maybe not). The launch of the sixth-generation Mercedes-Benz SL this afternoon was the perfect chance for Mercedes-Benz Malaysia to highlight the rich history of the company’s celebrated Sport Leicht series, which started all the way back in the 1950s. That’s six generations spanning 60 years.
They managed to assemble a brilliant speciment of every SL generation, with some help from Sultan Ibrahim of Johor, who brought his two immaculate first-gen W198 SL300s – the famous Gullwing and a roadster. The silver duo were positioned on stage, flanking the freshly launched R231.



Below the stage, Mercedes parked the following SLs in a row, starting from the curvy 190 SL (a cheaper, less fast sibling of the Gullwing, related to Merc’s W121 Ponton saloon) to the recent “peanut eyed” pre-facelift R230 SL, which I think looks sleeker than the 2008 facelift and today’s SL.
Also in attendence were the second-gen W113, a bright red example of the 80s icon that was the R107 and the SL with the sharpest lines – the curve-free fourth-gen R129.

First MDA-WDA-Industry partnership offering music training programmes in lyrics & melody writing and music arrangement

 

Singapore, 15 January 2013 – The Media Development Authority of Singapore (MDA) and the Singapore Workforce Development Agency (WDA) have partnered two established music companies – Ocean Butterflies Music and Funkie Monkies Pop Music School – to offer local music training programmes in lyrics writing, melody writing and music arrangement for music talents. This is the first partnership between MDA, WDA and the music sector.
Under this joint government and industry effort, music professionals, media freelancers and newbies will receive MDA grants of up to 90 per cent of the course fee under MDA’s Talent Assistance Grant Scheme (More information can be found at: www.mda.gov.sg/Schemes/Pages/GrantSchemes.aspx). Media freelancers can enjoy an additional training allowance of $7.50 per training hour. On top of training grants, newbies will enjoy training allowances of up to $1,000 per month for three months from WDA. Up to 80 individuals are expected to benefit from the programme in the first year. More details on grant eligibility can be found in Annex A.
This initiative comes on the back of a series of efforts[1] by MDA recently to help local music professionals market and develop themselves, thereby creating a more vibrant music sector.
Mr Yeo Chun Cheng, Assistant Chief Executive (Industry), MDA said: “Lyricists and composers like Xiaohan, Lee Wei Song, Lee Si Song and Dr Liang Wern Fook have done Singapore proud by creating great, award-winning music for some of Asia’s best Mandopop stars from Hong Kong, China, Taiwan and Malaysia. Through this first-ever training collaboration with industry partners, we now hope to nurture another generation of talented musicians who can drive Singapore’s reputation for accomplished music creation even deeper into Asia. Ocean Butterflies and Funkie Monkies are natural partners in this endeavour since both are well established and have proven, valuable experience in providing such training.”
Mr Azzli Jamain, Director, Creative & Professional Services Division, WDA said: “WDA is pleased to collaborate with MDA and industry partners to foster the development of music talents to support the music industry. The partnership with the key industry players will allow aspiring local talents to learn from experienced and notable music experts, as well as harness their soft skills to enable them to move up to the next level in their music career.”
The Courses
There are four different courses offered by Ocean Butterflies Music and Funkie Monkies Pop Music School. Applications open now and will close on 1 March 2013. Ocean Butterflies will conduct the course preview on 26 January 2013 while Funkie Monkies will offer their course preview on 27 January 2013. The courses are:

• Songwriting & Composing by Ocean Butterflies
• Music Arrangement by Ocean Butterflies
• Career in Hit Melodies Writing by Funkie Monkies
• Career in Hit Lyrics Writing by Funkie Monkies

Courses provided by Ocean Butterflies Music
The first course – Songwriting & Composing – will see participants pick up skills in writing and creating songs. Under the second course Music Arrangement, participants will learn how to arrange a song. For both courses, participants will also acquire technical skills in Midi & Synthesis as well as Digital Audio in Logic Pro. Both courses are six months in duration, spanning 300 hours each, and cost $9,000 per course.
At the end of both courses, participants will have a portfolio of works created to showcase their capabilities, which they can then pitch to the entertainment industry such as film and television producers and record companies through Ocean Butterflies’ network.
Through the course, graduates can expect to find career opportunities in multiple media industries – such as in music, digital media, live show, gaming, film and television – as record producer, sound designer, songwriter, song composer and theatre sound designer.
Colin Goh, Founder and Director of Ocean Butterflies said: “In today’s market, the competition is coming from all over the world and it is that much harder for newcomers to be pioneers in a global market. Thus, we have created this programme to bring our students up to a level where they can compete on an international scale.”
Courses provided by Funkie Monkies Pop Music School
The first course – Career in Hit Melodies Writing – will see participants learn from renowned local music songwriters/music producers Eric Ng and Jim Lim. Both Eric and Jim had worked with A-list artistes including A-Mei (张惠妹), Show Luo (罗志祥) and Wakin Chau (周华健). Through the course, participants will pick up industry standard melody writing techniques, tips on writing-on-demand, advanced chord theory and aural training. This nine-month course costs $3,150.
The second course – Career in Hit Lyrics Writing – will be taught by award-winning lyricist Xiaohan. Some of Xiaohan’s achievements include ‘Singapore Hit Awards Best Local Lyricist’ and ‘Taiwan Golden Melody nominee for Best Lyricist’. Through the course, participants will acquire industry standard writing techniques for lyrics, including filling words into the tune and developing inspirations into lyrics. The course fee for this six-month course is $2,100.
Throughout both courses, participants will have a chance to pitch their works to various record companies and top Mandarin pop artistes through Funkie Monkies’ established music publishing network.
Xiaohan, lyricist and founder of Funkie Monkies Productions said: “I have met many talented Singaporean songwriters who have the ability to pen beautiful lines that evoke much emotions. What they need to learn is how to put those beautiful lines together into a song. With MDA and WDA’s support, aspiring songwriters can learn from industry professionals and who knows, that song could be the next Mandopop hit in Asia!”

Dr Law was speaking to journalists as he shared ITE’s new vision and details of the ITE Advantage Plan in a Media Conference held at ITE Headquarters on 2 February 2005.

Plugging Into the Global Grid
The ITE Advantage is ITE’s third strategic blueprint followng the successful completion of the previous two plans conducted in 1995 and 2000. To position ITE for new challenges in the ever changing global, social and economic environment, and Singapore’s vision to be a globalised, entrepreneurial and diversified economy, the Plan this round, has taken on a global slant.

Through fostering an openness to the world and adopting a greater outward orientation, ITE aims at developing secondary school leavers into “world ready” graduates capable of holding their own against their counterparts from anywhere in the world. Amidst a competitive environment toughened by globalisation, these graduates will have continued marketability and mobility through lifelong learning programmes. ITE will also focus on creating and strengthening its brand name on foreign shores and enhancing its core capabilities that would help raise enterprises’ know-how and competitive edge.

These are the outcomes to be elicited by the four Goals that form the thrust of ITE Advantage Plan: Goal 1 – An ITE Education for the Global Economy; Goal 2 – Lifelong Employability for ITE Graduates; Goal 3 – An Increased Global Presence for ITE and Goal 4 – An Enhanced Capability for Organisational Excellence.

What’s In the Bag
To help bring ITE closer to its vision, the ITE Advantage promises several new initiatives; among them, a Global Education Programme to shape the global mindset of students, new Joint Certifications with global industry players and the setting up of Centres of Technology in ITE Colleges to build and strengthen ITE’s core competencies in niche areas.

Going global seems the way to go, judging from the gung-ho reactions from staff and students. And they are all fired up to make the Plan works. Section Head/Nursing/ITE College East, Mrs Tan Wee King, enthused: “The unrelenting environment resulting from globalisation calls for continual innovation and a competitive spirit among staff. Lecturers who exude enthusiasm and model professionalism will inevitably fuel their students to step on their accelerators. With courage, commitment and determination, we will soldier on in this journey!”

Added Ms Tan Meng Huay, Course Manager/PE & CCA/ITE College Central: “The Plan opens up a new horizon beyond local boundaries. The Global Education Programme, for example, not only escalates the learning pace of our present systems, it also speeds up the adrenaline rush within us and further provokes our old mindset of the local education model. More avenues will be opened up to make learning and teaching more realistic and practical.”

And real-life lessons are what ITE College West student, Ridhwan Osman and 14 other ITE soccer players will be looking forward to during their impending attachment at Chulalongkorn University, Thailand, as part of a student exchange programme. “Soccer skills aside, the exposure to the differences in cultures, ethics and customs will be a step to learning more about the world outside of Singapore,” said Ridhwan excitedly.

ReNew Goes a Step Further
Ms Geraldine Yap, Head/Worker Education, ITE, is hopeful in placing greater emphasis on the relevance of ITE’s Part-time Education programmes for the global economy than just the local market. “This is more a mindset shift which would translate to a conscious effort to consider new perspectives in the current way part-time programmes are planned and run. In providing ITE graduates with lifelong opportunities to update their knowledge and skills to remain relevant and employable in global industries, we are advocating a brand of technical education which trancends the formal years of Pre-Employment Training education. Employers are recognising this uniqueness through their response to the ReNew programmes for adult learners,” she said.

Under the ITE Advantage Plan, ReNew, an initiative introduced in 2003 to enhance employability of adults, will receive a shot in the arm. The ReNew-Plus programme will go a step further to facilitate ITE graduates’ lifelong learning needs.

NUS and Yale to create Singapore’s first liberal arts college

The National University of Singapore (NUS) and Yale University announced today that they will establish Yale-NUS College, an autonomous college of NUS. The College will provide a new model of liberal arts education for Asia that will prepare high potential students — from Singapore, the rest of Asia and beyond — for leadership and engaged citizenship in today's complex and rapidly changing world.
The Yale-NUS College is Singapore's first liberal arts college, and the first with a full residential college model, integrating living and learning. It is also the first campus outside New Haven, Connecticut, that Yale University has developed.
The College will develop a new curriculum and integrated residential education model that is new to Singapore and Asia, and which can serve as a catalyst for innovation in liberal arts education in Asia and globally.
Building upon the best traditions of liberal arts education, which has broad-based critical inquiry and problem-solving at its heart, the College will have four distinctive features:

• The new curriculum will synthesize Western and Asian perspectives with an integrated general education spanning the first two years of study before concentration on a major. A substantial period devoted to general education is unusual in many universities, where students ordinarily undergo specialized education in a field of study chosen before they matriculate.

• Pedagogy will emphasize critical thinking and classroom interaction. Most classes will be taught in seminar-style with 18 or fewer students.

• There will be three residential colleges, with about 330 students each, devoted to creating a sense of community where living and learning are intentionally integrated. Far more than dormitories, these are full residential colleges, adapted from those at Yale.

• A rich array of extracurricular activities will focus particularly on developing leadership skills and teamwork and also encouraging community service.

At the end of their four-year program, students will graduate with a Bachelor of Arts or Science (Honours) from the Yale-NUS College, awarded by NUS.
Singapore Minister for Education Dr. Ng Eng Hen, who visited Yale in September 2010 as part of an official trip to the U.S. and Canada, witnessed the signing of the initial Memorandum of Understanding on this landmark collaboration by the two University presidents, NUS President Professor Tan Chorh Chuan, and Yale President Professor Richard C. Levin.
Said Dr. Ng, "Our education system strives to offer a wide array of programmes catered to students with different interests, academic inclinations and aptitudes. The Yale-NUS College will be a strategic addition to our university sector. It will offer another distinctive educational experience for top students, with its model of liberal arts education that is contextualised to Singapore and Asia."

An Exciting New Opportunity

Located in Singapore in the heart of Asia, the Yale-NUS College will bring together two universities with extraordinary strengths and a strong shared vision. The College will welcome an inaugural class of about 150 in 2013 and grow to reach a steady state of 250 new students per year, for a total student population of about 1000.
The College will be headed by a College President who will be assisted by a team of Vice-Presidents. An international search for the President will begin immediately. The College will also appoint a number of Deans with responsibilities for faculty recruitment, student life, curriculum development, international and professional experience, and the development of educational resources and technology. Charles Bailyn, the A. Bartlett Giamatti Professor at Yale, has agreed to be the inaugural Dean of the Faculty, with responsibility for faculty recruitment.
The Yale-NUS College will be located to the north of the NUS main campus at Kent Ridge.

What happens after SPM?

 

Think wisely: Tan feels that students should consider budget constraints and studying styles when deciding on a course.

 

ACCORDING to StudyExcel Sdn Bhd general manager Jerry Tan, every institution or course advertises themselves as “the best”.
“Every institution has its strength. Find an institution that is good in the course that you want,” he said.
However, a student should first identify the course that they would like to pursue.
Tan highlighted the different pre-university courses available and said that students should take into consideration factors such as budget, course dates and studying style.
“If you have budget constraints but want to be a doctor, the best option for you is to take on the Form Six route. If you’re not academically inclined, take something that is hands-on.” He said that students should also check the subject requirements of the course and the result requirements so that “they will know what to aim for”. Tan also spoke about the top 10 mistakes that SPM leavers make.
The packed hall during the “Funding Higher Education” talk was proof that cost was the main concern when it came to tertiary education.
Parents and students took note when National Higher Education Fund Corporation (PTPTN) education department senior assistant manager Zubir Che Embi explained the fine points regarding the study loan.
“Throughout the study duration and up to six months after graduation, students will not be charged any interest on their loans,” said Zubir. He stressed that only those who are enrolled in courses approved by the Malaysian Qualifications Agency will be able to qualify for the loan. “For the ‘2+1’ or ‘2+2’ programmes (twinning programmes), loans will only be approved for the part of the programme conducted locally. The cost incurred overseas will have to be borne by parents,” said Zubir.
Regarding the Star Education Fund, events and Star Education Fund manager Susanna Kuan reminded students to only apply for the programmes they are qualified for in the scholarship application.
“SPM leavers cannot apply for degree courses unless it is a foundation programme which leads to a degree,” said Kuan.

Program Penajaan Pengajian Untuk Pelajar Cemerlang Diumum

Timbalan Perdana Menteri hari ini mengumumkan program penajaan pengajian kepada para pelajar yang memperoleh keputusan cemerlang Sijil Pelajaran Malaysia 2011.

Bagi mengiktiraf kecemerlangan mereka, Kerajaan mengumumkan kaedah pengurusan dan penawaran penajaan Jabatan Perkhidmatan Awam (JPA) dan Kementerian Pelajaran Malaysia (KPM) kepada pelajar cemerlang untuk melanjutkan pelajaran di dalam dan di luar negara di peringkat Ijazah Pertama dan persediaan pra-universiti.

Sebagaimana yang telah dipersetujui oleh Kabinet, Kerajaan melalui JPA dan KPM telah meneruskan penajaan biasiswa kepada pelajar cemerlang untuk melanjutkan pelajaran di dalam dan di luar negara pada tahun ini.

Program penajaan JPA dan KPM bagi tahun 2012 adalah seperti berikut :

(i) Program Biasiswa Nasional (PBN)

Penajaan kepada 50 orang pelajar paling cemerlang lepasan Sijil Pelajaran Malaysia (SPM) 2011 di kalangan yang terbaik atau crème de la crème mengikut senarai Kementerian Pelajaran Malaysia untuk melanjutkan pelajaran ke universiti terkemuka dunia berasaskan kepada merit akademik. Calon-calon yang terpilih akan ditawarkan biasiswa dari peringkat persediaan sehingga ke peringkat Ijazah Pertama tertakluk kepada syarat-syarat yang ditetapkan dan pengiktirafan bidang pilihan yang menjadi minat pelajar di universiti dalam dan luar negara seperti yang disenaraikan oleh JPA.

ii) Bursary

Bursary adalah merupakan bantuan kewangan yang disediakan oleh Kementerian Pelajaran Malaysia (KPM) untuk mengikuti pengajian di peringkat persediaan (pra-universiti) sebelum pelajar melanjutkan pengajian peringkat Ijazah Pertama di universiti dalam atau luar negara.

Pada tahun ini, bagi mengiktiraf kecemerlangan pelajar lepasan SPM pada tahun 2011, semua pelajar cemerlang yang mendapat keputusan sekurang-kurangnya 9A+ dan ke atas akan ditawarkan Bursary secara AUTOMATIK oleh KPM tanpa mengira etnik, kaum, keturunan dan latarbelakang.

Kerajaan sentiasa prihatin dengan keluhan ibu bapa pelajar yang menunjukkan keputusan peperiksaan yang cemerlang tetapi tidak berjaya untuk mendapat penajaan untuk melanjutkan pelajaran setiap kali keputusan penajaan diumumkan kerana persaingan yang amat sengit dan bilangan yang ramai mendapat keputusan yang cemerlang. Pada masa yang sama, Kerajaan juga mempunyai kekangan dari segi peruntukan kewangan berikutan kos pendidikan yang semakin meningkat.

Walau bagaimamanapun, pada tahun ini, Kerajaan telah mengambil keputusan untuk menawarkan Bursary kepada semua 1,609 pelajar yang telah mendapat keputusan cemerlang iaitu sekurang-kurangnya 9A+ dan ke atas. Statistik pencapaian 1,609 pelajar, iaitu melibatkan 1,020 (9A+), 490 (10A+) , 90 (11A+) dan 7 (12A+).

Program- program persediaan dalam negara seperti berikut :

Sijil Tinggi Persekolahan Malaysia (STPM) -STPM adalah program pra-universiti di semua sekolah-sekolah bantuan Kerajaan. Kelayakan STPM boleh digunakan untuk permohonan ke Institusi Pengajian Tinggi (IPT) dalam dan luar negara bagi melanjutkan pengajian ke peringkat Ijazah Pertama.

Matrikulasi- Matrikulasi adalah program pra-universiti anjuran Kementerian Pelajaran Malaysia yang menawarkan kursus persediaan jurusan Sains dan jurusan Perakaunan bagi melayakkan pelajar melanjutkan pengajian Ijazah Pertama pelbagai bidang di IPT dalam negara. Kelayakan ini turut diterima pakai untuk memohon kemasukan ke IPT luar negara TERHAD kepada universiti yang menerima kemasukan lepasan Matrikulasi

Asasi-Program persediaan Asasi di bawah Kementerian Pengajian Tinggi adalah lebih menjurus kepada pengajian di IPT tertentu di dalam negara.

International Baccalaurate (IB) atau A-Level-Kursus persediaan IB (2 tahun) dan A-Level (12 hingga 24 bulan) ini merupakan program persediaan universal yang diterima pakai sebagai kelayakan masuk ke IPT dalam dan luar negara untuk melanjutkan pengajian ke peringkat Ijazah Pertama. Walau bagaimanapun, bagi kemasukan ke IPT Awam dalam negara kelayakan IB dan A-Level hanyalah terhad kepada bidang SELAIN daripada bidang kompetitif (Perubatan, Pergigian dan Farmasi).

Bagi kesemua program pra-universiti yang tersenarai di atas, pemberian Bursary tertakluk kepada pelajar telah ditawarkan/ditempatkan di pusat persediaan yang ditetapkan oleh Kerajaan. Sila layari laman sesawang Kementerian Pelajaran Malaysia di www.moe.gov.my untuk membuat semakan dan pengemaskinian profil pelajar program busary mulai 16 April, 2012.

Pelajar lepasan Bursary akan ditawarkan penajaan peringkat ijazah Pertama di dalam atau luar negara mulai tahun 2014 di bawah anjuran JPA sekiranya memenuhi syarat-syarat seperti berikut:

SYARAT PENAJAAN PROGRAM IJAZAH LUAR NEGARA

• Mencapai sekurang-kurangnya CGPA 3.5 dan setara di peringkat persediaan; dan

• bagi pelajar bidang perubatan, pergigian dan farmasi, telah mendapat tawaran tanpa syarat dari mana-mana 10 universiti terkemuka dunia berdasarkan kepada senarai yang dikemas kini setiap tahun dan telah mendapat pengiktirafan; atau

• bagi pelajar bidang lain, telah mendapat tawaran tanpa syarat dari mana-mana 50 senarai universiti terkemuka berdasarkan kepada senarai yang dikemas kini setiap tahun; .

• syarat tempat mengikut bidang seperti di Jadual 3.
• SYARAT PENAJAAN PROGRAM IJAZAH DALAM NEGARA
• Mencapai sekurang-kurangnya CGPA 3.5 dan setara di peringkat persediaan; dan

• telah mendapat tawaran dalam program yang telah diiktiraf di Institusi Pengajian Awam (IPTA) dan Swasta (IPTS) berikut:

• Semua Institut Pengajian Tinggi Awam (IPTA) [kecuali Universiti Perguruan Sultan Idris (UPSI)];

• IPTS yang bertaraf GLC iaitu Universiti Tenaga Nasional (UNITEN), Universiti Teknologi Petronas (UTP) dan Universiti Multimedia (MMU);

• Kampus-kampus cawangan universiti luar negara di Malaysia iaitu University of Nottingham, Monash University, Swinburne University of Technology, Curtin University of Technology dan Newcastle University Medicine (NUMed) Malaysia;

• IPTS-IPTS lain seperti AIMST University, UniKL-Royal College of Medicine Perak, University College Sedaya International, Cyberjaya University College of Medical Sciences, International Medical University dan Universiti Perdana; dan

• IPT lain yang dipersetujui oleh Kerajaan dari semasa ke semasa.

(iii) Program Khas Jepun, Korea, Perancis dan Jerman

Program penajaan anjuran JPA kepada 300 pelajar dalam bidang kejuruteraan ke negara Jepun, Korea, Perancis dan Jerman. Pelajar akan ditindik bagi mengikuti program bahasa sebelum melanjutkan pengajian peringkat Ijazah pertama di negara berkenaan. Program penajaan ke negara-negara tersebut amat diperlukan oleh negara dalam menyediakan modal insan yang mempunyai daya cipta, kreativiti dan daya saing yang tinggi di samping transfer of knowledge / teknologi tinggi. Seperti yang diketahui umum, negara-negara ini amat terkenal dengan daya cipta dan kepakaran dalam bidang kejuruteraan, teknologi dan industri.

Selain itu, program ini diteruskan bagi menghormati persefahaman dan kerjasama antara negara serta mengeratkan hubungan dua hala yang telah sedia terjalin. Memandangkan syarat kelayakan masuk ke IPT di negara berkenaan menekankan kemahiran bahasa masing-masing selain pencapaian akademik, maka pelajar perlu mengikuti persediaan yang menekankan ciri-ciri khas yang diperlukan berbanding kelayakan biasa seperti IB dan A-Level .

Pelajar yang ingin mengikuti program ini perlu mengemukakan permohonan secara dalam talian (on-line) melalui laman sesawang JPA, dan kriteria pemilihan adalah berdasarkan 4 kategori dengan mengambil kira faktor ko-kurikulum, latar belakang sosioekonomi keluarga dan temu duga. Kriteria pemilihan program mengikut kategori adalah seperti di Jadual 1 berikut:

Semasa proses temu duga pelajar akan turut dinilai di bawah Student Assessment Centre (SAC). SAC adalah satu kaedah penilaian dan pemilihan pelajar yang lebih komprehensif berdasarkan kompetensi-kompetensi yang ditetapkan meliputi minat, tata kelakuan, kepimpinan, patriotisme, kreativiti, ketahanan dan keyakinan diri. Panel penilai terdiri daripada pegawai-pegawai Kerajaan pelbagai kaum dari pelbagai profesion dan gred jawatan.
(iv) Program Ijazah Luar Negara (PILN) – mulai tahun 2014
Penajaan PILN di bawah anjuran JPA adalah juga terbuka kepada pelajar cemerlang lepasan program persediaan (diantaranya STPM, A-Level, IB) yang tidak ditaja di bawah Bursary. Semua calon PILN perlu memenuhi syarat serta telah mendapat tempat di universiti terkemuka dunia.
Pelajar perlu mengemukakan permohonan secara dalam talian (on-line) melalui laman sesawang JPA, dan kriteria pemilihan adalah berdasarkan 4 kategori dengan mengambil kira faktor ko-kurikulum, latar belakang sosioekonomi keluarga dan temu duga. Kaedah pemilihan PILN mengikut kategori adalah seperti di Jadual 2 berikut:

Pelajar lepasan persediaan yang ingin memohon PILN perlu memenuhi kriteria berikut:
• Mencapai sekurang-kurangnya CGPA 3.5 dan setara di peringkat persediaan; dan
• bagi pelajar bidang perubatan, pergigian dan farmasi, telah mendapat tawaran tanpa syarat dari mana-mana 10 universiti terkemuka dunia berdasarkan kepada senarai yang dikemas kini setiap tahun dan telah mendapat pengiktirafan; atau
• bagi pelajar bidang lain, telah mendapat tawaran tanpa syarat dari mana-mana 50 senarai universiti terkemuka berdasarkan kepada senarai yang dikemas kini setiap tahun mengikut bidang dan telah diiktiraf.
Bidang tajaan PILN meliputi bidang kritikal iaitu perubatan, pergigian, farmasi bidang profesional seperti kejuruteraan, seni bina, perancang bandar serta bidang keutamaan dan strategik seperti sains tulen, perakaunan, undang-undang, pentadbiran, ekonomi dan bidang-bidang lain yang ditetapkan oleh Kerajaan melalui 12 bidang utama di bawah Aktiviti Ekonomi Utama Nasional atau National Key Economic Area (NKEA).
Pecahan perancangan penajaan mengikut bidang adalah di Jadual 3 seperti berikut:

PRogram Ijazah Dalam Negara (PIDN)
Penajaan oleh JPA kepada 10,300 orang pelajar lepasan mana-mana program persediaan untuk mengikuti pengajian peringkat Ijazah Pertama dalam program yang telah diiktiraf di Institusi Pengajian Awam (IPTA) dan Swasta (IPTS) tempatan. Kriteria penajaan adalah seperti berikut:
• Mencapai sekurang-kurangnya CGPA 3.5 dan setara di peringkat persediaan; dan
. telah mendapat tawaran dalam program yang telah diiktiraf di Institusi Pengajian Awam (IPTA) dan Swasta (IPTS) berikut:
• Semua Institut Pengajian Tinggi Awam (IPTA) [kecuali Universiti Perguruan Sultan Idris (UPSI)];
• IPTS yang bertaraf GLC iaitu Universiti Tenaga Nasional (UNITEN), Universiti Teknologi Petronas (UTP) dan Universiti Multimedia (MMU);
• Kampus-kampus cawangan universiti luar negara di Malaysia iaitu University of Nottingham, Monash University, Swinburne University of Technology, Curtin University of Technology dan Newcastle University Medicine (NUMed) Malaysia;
• IPTS-IPTS lain seperti AIMST University, UniKL-Royal College of Medicine Perak, University College Sedaya International, Cyberjaya University College of Medical Sciences, International Medical University dan Universiti Perdana; dan
• IPT lain yang dipersetujui oleh Kerajaan dari semasa ke semasa.
Kerajaan membelanjakan sejumlah RM2.12 billion untuk membiayai kos keseluruhan pengajian pelajar di universiti dalam dan luar negara bagi pengambilan tahun ini.
